On October 28, the special kick-off meeting of "global biodiversity protection after 2020" of China Council for international cooperation in environment and development (hereinafter referred to as "GCC") was held in Beijing. The kick-off meeting was chaired by Li Yonghong, Assistant Secretary General of the GCC and deputy director of the foreign cooperation and exchange center of the Ministry of ecological environment. Mr. Scott Vaughan, chief foreign adviser of the GCC Mr. long Di, chief representative of the Beijing Office of the European environmental protection association, as well as some members of the International Cooperation Council, invited consultants, the leader of the research project of this topic, and more than 60 Chinese and foreign experts and scholars from more than 20 institutions from many countries attended the meeting.
Li Yonghong pointed out at the opening that biodiversity protection is a topic of great concern in the world. Since the launch of the global biodiversity conservation theme after 2020 (hereinafter referred to as "Shengduo theme"), the GCC has put forward many constructive and forward-looking policy suggestions for government departments under the joint cooperation of all participating institutions, which has also attracted extensive attention of the international community.
In his speech, Scott Vaughan fully affirmed the excellent work of Shengduo topic in the past, briefly analyzed the eight topics listed in the implementation plan, and believed that it is of great significance to carry out these studies in the context of bilateral international and regional cooperation.
As one of the foreign leaders of the topic, Mr. Arthur Hanson, an outstanding researcher of the International Institute for sustainable development (IISD) and member of the International Cooperation Council, made an overall introduction on behalf of the topic, as well as two topics: "synergy and mainstreaming of biodiversity research" and "biosafety after 2020: a global emergency of ecological civilization".
Dr. Li Lin, global policy and advocacy director of the World Wide Fund for nature (WWF), introduced the two topics of "transforming strong political will into ambition and Transformation Research of the global biodiversity framework after 2020" and "analysis and Research on rapid implementation after COP15". Researcher mark Ping, deputy director and Secretary General of the Biodiversity Committee of the Chinese Academy of Sciences, shared the topics of "global biodiversity conservation objectives" and "priority areas for biodiversity conservation planning in Asia". Gao Jixi, a researcher of the satellite remote sensing environmental application center of the Ministry of ecology and environment, shared the progress of China's ecological protection red line and the implementation plan of relevant contents in the next step.
After introducing the next research content on many topics, Gao Jixi and Ma Keping, two Chinese leaders, presided over the meeting. Online and offline experts confirmed the work plan, had a heated discussion on marine protection, the delimitation of ecological protection red line, the post-2020 global biodiversity framework, green finance, biosafety and other topics, and put forward many constructive opinions and suggestions.
Arthur Hanson made a concluding speech on behalf of Shengduo topic. He said that issues such as the red line of ecological protection are receiving more and more attention. Considering other relevant issues raised at the meeting, the thematic group will hold internal discussions to adjust the scheme. At the same time, experts participating in the meeting are also welcome to actively participate in the thematic work of Shengduo.
