At present, biodiversity is threatened on a global scale, and natural species are becoming endangered or even extinct at a rate of disappearing one species every day. It is urgent to protect biodiversity. my country has decided to establish a super wild biological gene bank in Yunnan Province, where biological resources are concentrated, to commit to biodiversity conservation and provide a foundation for the sustainable use of biological resources in China. It will become the most comprehensive and advanced biological germplasm resource bank in the world.
At the same time, as a member of the Coordinating Group for the Implementation of the Convention on Biological Diversity, China has intensified its efforts to protect biodiversity and formulated and improved a series of policies for the protection, management and sustainable use of biodiversity for more than 10 years , Regulations, and plans have strengthened the scientific research of biodiversity, so that the conservation of biodiversity has been transformed from a scientific concept into specific actions and protection measures. The conservation and sustainable use of biodiversity has shown new developments in many aspects of China’s society and economy. The style and appearance, forming a good atmosphere. China has established extensive foreign cooperation and exchange relations with the European Union, the United Nations Development Program, the United Nations Environment Program, the World Conservation Union and other international organizations, as well as countries such as Germany, the United Kingdom, Canada, Norway, Australia, and Italy, and developed a large number of biodiversity The cooperative project has introduced ecological protection management concepts, technologies and funds, and promoted domestic biodiversity protection.
During the "Eleventh Five-Year Plan" period, my country will continue to do a good job in the implementation of the Convention on Biological Diversity and the Biosafety Protocol, further improve the implementation mechanism, and complete the fourth national report on biodiversity implementation and the first biosafety protocol Compliance country report. Promote the establishment of a coordination mechanism for biodiversity protection at local levels, and work closely with relevant foreign institutions to formulate and improve genetic resources protection and management standards and norms. Establish an information exchange mechanism between the government, scientific research institutions and related biotechnology companies, so that the resource advantages of my country's biodiversity can be transformed into economic benefits as soon as possible.
The control of alien species is imminent. With the expansion of the biodiversity field, the impact of alien species on human production and life is increasingly apparent, and the invasion of alien harmful species is also one of the important reasons leading to the reduction and loss of biodiversity. my country has established a database of invasive alien species in my country. Investigations on the distribution and impact of invasive alien species show that there are more than 280 invasive species abroad, including 170 species of terrestrial plants, and the rest are microorganisms, invertebrates, amphibians, reptiles, and fish. Species, mammals, etc. 55.1% of invasive alien species originate from the Americas, and 21.7% originate from Europe. The survey showed that 39.6% of invasive alien species were intentionally introduced, 49.3% were unintentionally introduced, and only 3.1% of them entered China through natural diffusion. The direct economic losses caused by harmful invasive alien species to my country’s agriculture, forestry, animal husbandry, fishery and other industries amounted to 19.86 billion yuan, and the indirect economic losses to ecosystems, species and genetic resources amounted to 100.02 billion yuan each year, with a total economic loss of 120 billion yuan. about. Director Wang of the Biosafety Division of the State Environmental Protection Administration said that the main reason for the increase in invasive alien species and the increasing harm is that many units and individuals currently lack sufficient understanding of the ecological and environmental consequences that alien species may cause, and have not carried out Invasion risk assessment, scientific research is not thorough enough, and there is a certain degree of blindness in the introduction of alien species; my country has not yet issued special regulations on the prevention, introduction and control of alien species, making the management of alien species lack of legal basis and scientific research foundation.
During the "Eleventh Five-Year Plan" period, my country will gradually establish scientific and effective alien species control measures, coordinated management and emergency response mechanisms. Conduct a comprehensive survey of alien species, and carry out research on the impact of invasive alien species on biodiversity and the ecological environment. Strengthen the prevention and control of invasive alien harmful species by relevant departments and localities. Strengthen the monitoring and management of genetically modified organisms and pathogenic microorganisms, and strive to minimize the impact of genetically modified organisms and their products on biodiversity, human health and the ecological environment during the production, transportation, sales and use of them.
